Phase 3: Bring them a vile and deadly decision (December 2020 - June 2021).
- Offer a free vaccine for everyone.
- Promise protection and return to normal.
- Require herd immunization for this purpose, but only through mass vaccination.
- Simulate a partial economic recovery that lulls society to sleep and downplays the vigilant arguments.
- Hide statistics on side effects and deaths from vaccines.
- Transfer the side effects of injections as "natural" effects from viruses and comorbidities that the vaccine does not cure.
- Suggest that permanent natural mutations of the virus occur.
- Justify the maintenance of force measures with an insufficient percentage of vaccinated.
- Punish healthcare professionals for illegal care and diligence in treating patients.

Phase 4: Installing apartheid and QR code. (June 2021 - October 2021)
- Planning of voluntary restrictions.
- Impose a vaccination pass (QR code) to reward the vaccinated and punish the unvaccinated.
- Create apartheid privileged over others.
- Take away the right to work or study for the unvaccinated.
- Deny access to basic services to the unvaccinated.
- Require paid PCR tests for the unvaccinated.

Phase 5: Establishing chaos and martial law (November 2021 - March 2022)
- Take advantage of the lack of goods and food.
- Paralyze the real economy and close factories and shops.
- Let unemployment break out.
- Give a third "booster" dose of the vaccine (amplifiers to push the "button")
- Accelerate the deaths of other living retirees.
- Introduce an absolutely mandatory vaccination for all.
- Strengthen myths about the effectiveness of vaccines and herd immunity.
- Demonize the unvaccinated and hold them responsible for the dead.
- Arrest opposition leaders.
- Enter a digital identity for each citizen (QR code), including: birth certificate, ID card, passport, driver's license, health insurance card
- Identify and overexpose an emergency in the media in order to defeat the opposition and shut its mouth.

Phase 6: Cancel the debts and dematerialize the money. (March 2022-September 2022)
